VA 1391 Program Requirements Form

The VA adopted and adapted the Department of Defense (DoD) DD Form 1391, which is used to submit requirements and justification in support of funding requests for construction to Congress.

The VA 1391 serves as a comprehensive overview of all work completed during the Implementation Planning Process.

CPRMP is the review of proposed scope changes and cost increases with cumulative impacts greater than $5,000,000 or increases or decreases of 5,000 building gross scqare feet (BGSF) to Major Construction Projects, Major Leases, and special capital initiatives throughout the project lifecycle regardless of funding available.
